File for the permit right away, since nothing else can be hurried as much as that can be delayed. Dig out your survey tonight. Choose a stock material, such as galvanized chain link or standard panels, so there is no order to wait on. Three weeks is tight if an association also has to approve it. A portable kennel or run can cover the gap, and it is worth asking the city if one needs a permit.
We are putting in a pool. Fence before or after?
Design them at the same time, and leave the fence for the end. Pool crews bring machines through the side yard, so that stretch of fence cannot go up until they are finished. After that the barrier has to be complete and pass inspection before the pool can get its final approval.
My association says fix the fallen panels by Monday and my contractor keeps delaying. Can a handyman patch it?
As a short-term measure on your own fence, a handyman patch is generally acceptable and gets you past the deadline. Before you do it, look at what your contract says and email the contractor to explain. Keep it clearly temporary. Rebuilding a section properly may fall under the permit, and a quick patch should not.
